What is CLARA?
CLARA (Consolidated Land and Rail Australia) is a private property development consortium that has allocated the project for a A$75bn plan to build three ‘smart cities’ on the east coast of the country, with even more planned, in order to decentralise the Australian population away from large cities to smaller, more sustainable, high-tech inland cities.
While the project is not purely about high-speed rail, CLARA believes this is the best available method for enacting the plan to transform Australia.
Why Should I Care?

For a start, one of CLARA’s ambitions is to cram huge amounts of people into small spaces. These smart cities would hold 400-500k residents in up to 200k dwellings, which is 2.4 people per dwelling, all within ONLY 4,000 hectares.
That is ONLY 40 square kilometres and is easily reminscient of the Soviet-era efficiency apartments.
For the fast rail project, the company has identified a Melbourne-to-Sydney route via Shepparton and Canberra as being the most viable. "Elevated tracks would most likely be used in order to minimise the impact on landowners.” Read more about the CLARA projects.

Coincidence?
The Australian Government released a Faster Rail Initiative Prospectus on 20 September 2017, seeking submissions for the co-funding of up to three business models for faster rail initiatives. CLARA and Hyperloop submitted their proposals.
CLARA won the approval. The Australian bushfires of 2019 occurred at just the right places to cut the cost for CLARA and government to clear the land and complete the required infrastructure for these smart cities.
